Introduction
The Korean Association for Public Administration (KAPA) proudly invites you to join our international conference to be held from June 27 to June 29, 2019 in Busan, South Korea under thetheme of “Public Administration Centered on Practice, at the Level of Citizen’s Eyes”. In 2018, more than 280 papers were presented at the KAPA conference.
Conference Theme and Sub-Theme
As a field of applied social science, public administration has emphasized to ask the right questions and to offer feasible solutions to society. However, public administration scholars tend to overlook the complexity and challenges that public officialsface daily. As a result, the theory-practice gap persists in many countries. In particular, developing countries which struggle with many imminent administrative problems complain that public administration theories fail to offer the right questions and solutions. On the other hand, the bureaucrats in the government are frequently isolated from citizens but locked into their silos. Against this background, the KAPA convenes an international conference under the theme of “Public Administration Centered on Practice, at the Level of Citizen’s Eyes”. With the conference theme of “Public Administration Centered on Practice, at the Level of Citizen’s Eyes”, we encourage scholars to address key questions related to:

1. The Role of Public Administration Theories in Asking and Solving Administrative Problems in the Field
2. Rethinking Bureaucracy and Civil Society
3. Human Resource Management and Practices of Government
4. Local Government’s Problem Solving and Citizen’s Participation
5. How to Transform Citizens’ interests into Policy
6. Theory-Practice Gap in Public Policy and Possible Solutions
7. Public Administration for Developing Countries: What Should be Done
8. E-governance, ICT development
9. Practical and Theoretical Issues in Financial Management, Performance Management, and Risk Management
10. Administrative Innovations Promoting Problem Solving
Key Dates
Due date for abstract submissions: April 10, 2019
Due date for full Paper submissions: May 19, 2019

Author registration by: May 6, 2019
Registration fee: US$ 200
Early registration fee: US$ 150 / - April 25, 2019
(Registration fee for graduate student is US$ 50 / - May 6, 2019)
Abstract & Paper Submission Guidelines
Abstracts(no more than 250 words) should be submitted to email (kapa21ic@gmail.com).

The deadline for abstract submissions is April 10, 2019.
Abstracts will be reviewed by the Committee by the end of April, and notifications of accept/reject will be sent directly thereafter. Full papers should be submitted to email (kapa21ic@gmail.com) by no later than May 19, 2019.
Abstracts, completed manuscripts and presentations are expected to be delivered in English.
About KAPA
The Korean Association for Public Administration (KAPA) is one of the world’s largest academic organizations in the field of public administration and policy. The KAPA was founded in 1956 shortly after the Korean war. The KAPA has grown to approximately 2,000 scholar members, public officials and research institutions.

KAPA works very actively as a central post for the academic activities of Korean public administration and policy. Furthermore, it also strives to offer a valuable venue for scholarship and friendship for the international communities of public administration, ranging from Asia to other continents such as the Americas, Europe, and Africa.

KAPA publishes the International Review of Public Administration, which is an international journal registered to Scopus and published by Taylor & Francis Group. In addition, KAPA also publishes the Korean Public Administration Review (in Korean), which is the top social science journal in Korea.
